In my opinion, most poetry is informal. Because of its creative nature and unconventiality (no two poems are alike), poetry lacks formality. Depending on a person's definition of "formal," however, this may differ.
Poetry is a creative way for people to tell a story, and usually leaves the reader with some kind of feeling after being read. Poetry is informal because there are (most of the time) no set guidelines to writing a poem, it's just however you feel.
I agree with Kelsey i do not think poetry is formal. It does depend though on what you think formal is. I do not think it is formal because you can get away with saying certain things that you can not in most writing. I think that poetry is creative because it uses a lot of figurative language, which makes it less formal.
I believe that poetry is just an association of words that captures and embodies the feelings, emotions, or beliefs of the writer. It comes from the heart and truely cannot be censored without loss of meaning.
In response to the formal/informal debate: Poetry can't be either. In a poem, you could say whatever you want. This means that it could not make sense at all. When you use these terms to catagorize it, you might miss the poem's purpose.

It can contain facts, but the more figurative language thats in it, the more interesting it seems to be. Poetry has to have a form or shape. Finally, poetry is collection of ideas written formally or informally.
